Vermont House passes Abenaki Recognition bill April 30, 2010 Senate bill S.222 entitled An act relating to recognition of Abenaki tribes; Was taken up and pending third reading of the bill, Rep. Ram of Burlington moved to amend the House proposal of amendment as follows: First: In Sec. 1, 1 V.S.A. § 851, in subdivision (5), by striking the words “in order to gain approval by the Indian Arts and Crafts Board (IACB) of the Bureau of Indian Affairs” Second: In Sec. 1, 1 V.S.A. § 851, by striking subdivision (6) and renumbering the subsequent subdivisions to be numerically correct. Third: In Sec. 4, 1 V.S.A. § 853, in subsection (c), by striking the words “established by the commission” Fourth: In Sec. 4, 1 V.S.A. § 853(c), in subdivision (2), by striking the words “complete review” and by inserting the words “and the review panel shall complete a review” Fifth: In Sec. 4, 1 V.S.A. § 853(c)(3), after the third sentence, by inserting the following: “If the applicant and the commission are unable to agree on a panel, the state historic preservation officer shall appoint the panel.” Which was agreed to.
Pending third reading of the bill, Rep. Webb of Shelburne moved to amend the House proposal of amendment thereupon Rep. Webb of Shelburne asked and was granted leave of the House to withdraw her amendment. Pending third reading of the bill, Rep. Kilmartin of Newport City moved to amend the House proposal of amendment as follows: First: In Sec. 4, 1 V.S.A. § 853, subsection (a), in subdivisions (3) by striking the words “or the commission” Second: In Sec. 4, 1 V.S.A. § 853(c) in subdivisions (2) and (6), by striking the word “decision” and inserting in lieu thereof the word “recommendation” Which was agreed to.
